										<content:encoded><![CDATA[<p>In a <a href="https://sessd.com/gsr/ict-portal-delivering-transparency-customization-and-responsiveness-to-the-military/">previous article</a> on the <em>Government Satellite Report</em>, we sat down with SES Space &amp; Defense’s Senior Vice President of Engineering, Nitin Bhat, to examine the different components of the Information &amp; Communications Technology (ICT) Portal and break down the situational awareness and operational health benefits the solution provides to the U.S. Department of Defense’s (DoD) SATCOM networks and space assets.</p>

<p>Here is what he had to say:</p>
<p><strong>GSR: </strong><em>Where does the data that powers the ICT Portal come from? Can you talk a bit about the data sources, as well as how the data is delivered to the ICT Portal?</em></p>
<p><strong>Nitin Bhat: </strong>When we look at a customer&#8217;s needs, they’re typically global in nature. Their needs do not stem from a geographic standpoint and are not constrained to a specific location. A lot of the customers we serve have locations all across the globe. They will usually need to have something up and running in a certain amount of time.</p>
<p>From a satellite standpoint, we would start with user terminals. User terminal is a very broad definition, as it could encompass laptops, phones, video devices, satellite modems, antennas, etc. User terminals could include a whole host of devices that could be typically found at the tactical edge. Those user terminals are all sources of data for us to gather. Then we can analyze problems and map everything out for customers.</p>
<p>The user terminals then typically talk to satellites. And the satellites – no matter if they are in GEO, MEO, or LEO orbits – all become sources of data for us to ensure that they are healthy and functioning properly. From there the data, voice, or video comes down to teleports. And this teleport becomes another data source. There could be power devices or huge antennas there. There could also be customer infrastructure there that carries the traffic from the satellite standpoint. All of that – again –  becomes another set of data sources.</p>
<p>From there, typically the data travels to the public Internet, government gateways, or to a data center where it then goes to the cloud. But for us, everything is viewed as a point for collecting data. If it touches the customer&#8217;s network in some fashion, we collect all that data.</p>

<p>Data might also travel through a terrestrial network as it goes from point A to point B. SES Space &amp; Defense has its own global terrestrial network, the <a href="https://sessd.com/capabilities/enterprise-management-and-control-solutions/">Global Communications Network (GCN)</a>. The GCN meets certain security standards from a government standpoint. That also becomes a data source.</p>
<p><strong>GSR: </strong><em>Once data is fed into the ICT Portal, what are some of the features and capabilities the portal can perform with that data?</em></p>
<p><strong>Nitin Bhat: </strong>Broadly, the ICT Portal can be viewed as something really useful for our own operation center and for our customers. And the uses don’t necessarily need to be different. Some could overlap for both.</p>
<p>A basic feature of the ICT Portal could be as simple as a ticketing system, where you let the customer open their own tickets by logging into the portal, avoiding the need to call a 1-800 number to alert people to a problem. We may want to create tickets on our own because we are proactively monitoring a customer network. When we see something that doesn’t seem right on the single pane of glass, we can auto-generate a ticket and start looking into it.</p>
<p>Another example would be troubleshooting aids. When we see something go red, we might say, “Hey, what happened? Did we get any alarms? Did we get any up-down status from these devices that we were monitoring?” It helps someone who&#8217;s troubleshooting. Customers now have these aids to examine and decipher where the problem could have stemmed from.</p>
<p>The third feature is reporting. Reporting is where you&#8217;re relaying to the customer, “The network has been up this month for 30 days. It has been up for 99.9 percent of the time.” This enables us to show the customer that we are meeting the obligations from an SLA standpoint. The network is indeed performing the way that it has been designed and is behaving correctly.</p>
<p>It&#8217;s also useful for the customer to know how their devices are configured and what parameters are set. From a management perspective, if a device isn’t operating properly, a customer can pinpoint that device, open a return merchandise authorization (RMA), and return that hardware. The ICT Portal will be able to relay the hardware’s serial number, and how it malfunctioned, and assist the customer with the logistics piece of it.</p>
<p>Capacity management is another feature. Satellites do not have unlimited resources or capacity to provide data. We need to manage the capacity in the right way. That becomes another feature where we can tell the customer how much capacity they’re using today &#8211; at this moment in time &#8211; to accomplish what they’re trying to do from either voice, video, or data.</p>

<p>Spectrum monitoring is another feature. Blue-on-blue or red-on-blue interactions can cause spectrum interference. Customers need to know whether that&#8217;s impacting their communications or data transfer on their satellites. We need to monitor the spectrum on the satellites, and the ICT Portal allows you to do that.</p>
<p><strong>GSR:</strong> <em>In terms of the military, what benefits does the ICT Portal deliver to key decision-makers during warfighting or other critical missions?</em></p>
<p><strong>Nitin Bhat: </strong>It depends on the audience because each government stakeholder might want a different view of what&#8217;s going on. Some may be interested to see whether there have been any adversarial attempts to jam communications, and they might want that piece of data. However, a person who is running the program may simply want to know if the delivery of services is occurring on time and at the right level of uptime that they wanted.</p>
<p>Someone who oversees running the network might want to be able to access troubleshooting tickets to improve certain network functions in the future. Someone at a very high level may want to know how AI applications and processes could be integrated into the network, to enable automated and smart functionalities.</p>
<p>Decision makers can also leverage the ICT Portal to predict future trends and proactively plan and allocate resources, budgets, and time to whatever capabilities they are planning for. The ICT Portal pairs perfectly with the DoD’s mission to construct a resilient space architecture, due to its ability to determine whether <a href="https://sessd.com/gsr/ses-sd-demonstrates-multi-orbit-satellite-for-u-s-air-force-research-laboratory/">multi-orbit</a> or multi-constellation solutions would be better utilized for specific missions.</p>

										<content:encoded><![CDATA[<p>For the past several years, the Department of Defense (DoD) has been focused on its goal of standing up a <a href="https://sessd.com/gsr/gen-thompson-space-force-transitioning-to-combat-ready-phase/">resilient space architecture</a> for the U.S. military. One key component of resiliency in space is being able to monitor the operational health of a SATCOM network and maintain real-time, end-to-end situational awareness of all assets the DoD currently deploys in the domain.</p>
<p>SES Space &amp; Defense <a href="https://sessd.com/gsr/press-release/ses-space-defense-launches-new-single-pane-of-glass-ict-portal-capability/">recently launched</a> its Information and Communications Technology (ICT) Portal, an advanced capability that enables transparency into all facets of the DoD’s networks and facilitates seamless management and operations of the military’s terrestrial and space assets – all on a single pane of glass.</p>

<p>Government Satellite Report (GSR): <em>For readers who may not be familiar, what is the ICT Portal?</em></p>
<p><strong>Nitin Bhat: </strong>When we were first conceptualizing the ICT Portal, SES Space &amp; Defense set out to build something that could help our own Network Operation Center (NOC) and manage all our customers. But we also wanted to develop a capability that could help our customers manage their service level agreements (SLA), get the reports that they wanted, and see how they were performing &#8211; from one single place.</p>
<p>That led to the development of the ICT Portal. We call it a single pane of glass because we want one place for users to go. From there, customers can navigate through menus and sub-menus based on a user’s access level and get their job done.</p>
<p><strong>GSR: </strong><em>What benefits does the ICT Portal deliver to its customers?</em></p>
<p><strong>Nitin Bhat: </strong>The first benefit is transparency. Often a customer might call in with an issue and need to know how the problem started, who was responsible, and what was done to troubleshoot it. But if customers have access to a tool where they can investigate the health of the network for themselves on a daily basis, it provides them with a level of transparency where they can see exactly what&#8217;s going on. Is the network behaving in accordance with what the customer signed up for, from an SLA standpoint?</p>
<blockquote><p><em>&#8220;You should not have an architecture where you cannot scale or store data where you can’t analyze it. We set out to ensure that [the ICT Portal] is scalable.&#8221;</em> -Nitin Bhat</p></blockquote>
<p>Customization is another benefit. Each user may have a different set of requirements when using the ICT Portal. If you are a program manager, you might want to look at a specific view. If you&#8217;re an engineer or a NOC technician, you might just want to be able to look at tickets, open them, close them, and monitor them. If you were in a contract, you may want to look at the reports to make sure that we are meeting our obligations every month. The ICT Portal enables different sets of users to log in with their own needs and look at what is relevant to them. The ability to customize is a massive benefit.</p>
<p>The third one, which I think is a big advantage for us as a company, is being able to respond to customers quickly and resolve their challenges as fast as possible. And if we can internally accomplish that, by knowing exactly what&#8217;s going on within each part of the network, we can quickly expedite the problem resolution. That&#8217;s a big benefit to us, which eventually the customer gets to take advantage of.</p>
<p><strong>GSR: </strong><em>You mentioned that the ICT Portal is a web interface that is on a single pane of glass, but what are the actual design elements that drive the Portal? How is it structured?</em></p>
<p><strong>Nitin Bhat: </strong>Software drives a lot of what we do today. But 10 to 20 years ago, there were different approaches to how people would get access to data. In the old days with Windows or other platforms, there was a tendency to design software packages that were not modular, couldn&#8217;t scale, and were not necessarily secure.</p>
<p>When we set out to design the ICT Portal, we wanted to break everything down and ensure that anything we design meets certain standards, because you don&#8217;t want it to be something unique to just your company. The ICT Portal is an open standards platform. It&#8217;s modular so you can build and add components to it. It’s also scalable because you&#8217;re collecting more and more data. You should not have an architecture where you cannot scale or store data where you can’t analyze it. We set out to ensure that it&#8217;s scalable.</p>

<p>For it to be scalable, it has to be on the cloud, and it has to be modular. It must follow an IT service management model where each problem set is defined differently. You can add or detract from it, like incident management, problem management, change management, asset management, and so on.</p>
<p>Finally, the ICT Portal is designed to be secure. From a security standpoint, it is secure in terms of the software code itself and where you store data. It is also secured with authentication mechanisms to ensure that only the right users can log in with the proper access. The ICT Portal also meets some of the government security standards, in terms of the cloud, the risk management framework, and making sure the data is transported securely.</p>
<p>In essence, we wanted to make sure security was built from the ground up on all aspects of the design so that the final product was secure.</p>

<p>During our discussion, we asked Ram about the challenges that an austere space domain creates for the DoD, the technological challenges that the military faces when trying to integrate satellite networks with coalition and industry partners, and what some industry leaders are doing to make the seamless management of unified global networks a possibility for our military.</p>
<p>One of the advancements and innovative solutions available to the United States Department of Defense (DoD) is the Information &amp; Communications Technology (ICT) Portal, a recently-released application that can enable military users to see their entire network – including both space and ground assets – on a single pane of glass. This new solution gives the military transparency into everything on their networks and allows for the easier management and operations of both terrestrial and space network assets and capabilities.</p>

<p><strong>Government Satellite Report (GSR):</strong><em> In our last discussion, you talked about the sheer number of different space and ground networks that the DoD needs to see and manage as they work to integrate their own space assets with those of coalition and industry partners. How does the lack of a single, all-encompassing view of the network impact the military&#8217;s ability to manage its networks to overcome denied or disrupted capabilities or services? How does this impact the warfighter in the field?</em></p>
<p><strong>Ram Rao: </strong>I have heard every high-ranking official in our military discuss the need to increase the speed of delivery and the speed of operations. But to accomplish this, they need end-to-end communications and data-centric global networks.</p>
<p>They are also looking to reduce the latency in satellite networks from the 600ms offered by satellites in Geosynchronous Orbit (GEO) to the 150-50ms offered by satellites in Lower Earth Orbit (LEO) and Medium Earth Orbit (MEO).</p>
<p>Timing is everything for warfighters. It&#8217;s no surprise that our adversaries are working towards pursuing efficient delivery capabilities. To continue to compete and win in the future, we need to remain faster and more effective despite their efforts.</p>

<p>Global integration of our networks is crucial for seamless connectivity from one end of Earth to the other through various space and ground connections. The lack of a unified network will significantly and adversely impact the speed at which we deliver information and capabilities to warfighters, drastically reducing their effectiveness. However, with an integrated, resilient network &#8211; and agreed-upon access &#8211; there should not be any denials or disruptions.</p>
<p><strong>GSR: </strong><em>What is the Information &amp; Communications Technology (ICT) Portal? What was the initial concept and intention for the portal? What tools or capabilities does the ICT Portal give to military and government users?</em></p>
<p><strong>Ram Rao: </strong>The ICT Portal is a flagship capability we offer to our customers and mission partners as a part of our network solutions. The ICT Portal is a web-based NetOps set of tools providing end-to-end situational awareness in a consumable &#8220;single pane of glass&#8221; user interface. The consolidated network visibility provides our mission partners something they generally don&#8217;t have with COMSATCOM networks &#8211; a near real-time view into the network.</p>
<p>Even when COMSATCOM networks work in tandem with MILSATCOM networks, the ICT Portal gives users a view of their space segment, teleports, gateways, hubs, and terrestrial circuits – all the way to the individual user terminals.</p>
<p>The ICT Portal offers users five views into their network &#8211; each with multiple capabilities. These capabilities and functionality include an operational dashboard, terminal console, capacity management tool, and reporting tools. Within each capability view are a variety of sub-views, each with dozens or sometimes hundreds of data points to observe, filter, and use to improve the understanding of the SATCOM network.</p>

<p>SES Space &amp; Defense’s intention has always been to support our mission partners with capabilities that deliver complete visibility and transparency into their networks and provide the situational awareness required to make timely, informed decisions.</p>
<p><strong>GSR: </strong><em>Can you provide an example of how and why the ICT Portal could be useful to the military doing a mission or operation? What could it enable them to do?</em></p>
<p><strong>Ram Rao: </strong>Our ICT Portal’s satellite coverage overlays allow users to see both EIRP and G/T maps of the satellite coverage in their network. The intent of this capability is to show users their satellite coverage within the deployment area.</p>
<p>This enables them to know – before they deploy &#8211; the minimum terminal specification required in that location. For example, if they are in the 50 dBW contour, they will need a minimum of a 1.2-meter antenna with a four-watt BUC. Users can also select multiple footprints to see where they have overlapping or redundant coverage. This capability immensely helps quick and efficient planning.</p>
<p>Another useful example is our VSAT Point Assist tool. While it is best practice to always do a site survey prior to deploying a VSAT terminal, we understand that it’s not always possible for DoD missions. The VSAT Point Assist tool provides field techs with a way to do site surveys virtually.</p>

<p>The VSAT Point Assist tool allows users to input a location and choose a satellite. It then generates an estimated pointing angle and provides other necessary information, such as elevation and azimuth angles. Users can also drag the icon to different locations to ensure a clear path to the satellite.</p>
<p>The goal is to enable the military to conduct site surveys without a physical presence in theater and save significant time and costs while allowing them to better prepare for missions in advance.</p>
<p>Another useful example I’ll share is the ICT Portal Weather Overlay capability, which offers more than 150 different options of illustrating near real-time, historical, and forecasted weather information. This tool allows users to select as many of these events as they want and add them to the active list – such as active fire points, lightning strikes, tropical cyclones, and other live weather events. They can even see hurricanes and their paths.</p>
<p>These overlays are essential to improve situational awareness for our warfighters. It allows them to visualize how rain, snow, or ice may affect satellite connections and identify any alternatives they may have.</p>
<p><strong>GSR: </strong><em>Is the ICT Portal available today? If not, when will it be available? Also, who will be able to utilize it?</em></p>
<p><strong>Ram Rao: </strong>The ICT Portal is available today for SES Space &amp; Defense network customers and is being utilized by some of our current government partners.</p>
<p>We are continually working with our customers to improve and expand the capabilities of the ICT Portal. We have an extensive road map to add new capabilities and features to the ICT Portal, including AI/ML capabilities, a complete cyber monitoring package, and fully customizable reporting packages. We also plan to enable select mission partners to control portions of the network as needed for critical mission success.</p>

										<content:encoded><![CDATA[<p>Last week, SES Government Solutions made two major announcements: that it will begin operating under the new name SES Space &amp; Defense and that the company will soon begin offering its new ICT Portal solution to U.S. government and military customers.</p>
<p>The name change, effective immediately, comes after SES Government Solutions merged with the <a href="https://www.ses.com/press-release/ses-completes-450-million-acquisition-drs-global-enterprise-solutions-doubling-us">recently acquired DRS Global Enterprise Solutions (DRS GES)</a>. According to the company, the SES Space &amp; Defense name reflects the organization’s new positioning and expanded offering serving the needs of the U.S. government and military customers.</p>
<p>Over the past four months, SES Space &amp; Defense saw the appointment of its new leadership team, as well as the integration of capabilities that reflect the newly combined organization and differentiated value proposition. The company is focused on building, managing, and supporting the most advanced satellite network solutions for the U.S. government and Department of Defense (DoD). SES Space &amp; Defense has been restructured to serve its customers across two integral markets &#8211; space and defense – by creating two business units, Space Initiatives and Defense Networks, to provide best-in-class satellite network solutions.</p>
<p>The Space Initiatives unit targets fleet-centric projects leveraging SES&#8217;s global multi-orbit satellite fleet, infrastructure, and assets. The Defense Networks unit is centered on multi-operator managed services and end-to-end mission-critical communications.</p>
<p>“This is a major milestone for us, and more importantly for our U.S. DoD customers,” said SES Space &amp; Defense President and CEO David Fields. “In August we consolidated two best-in-class organizations focused on the U.S. government satellite communications needs, and we remain fully committed to providing innovative world-class space solutions to our most tactical customers. With SES Space &amp; Defense as our new name, we would like our strategic vision and focus to come through brightly.”</p>
<p><strong>SES Space &amp; Defense’s ICT Portal<br />
</strong>In addition to the company’s name change, SES Space &amp; Defense has also announced their new Common Operational Picture (COP) capability, the Information &amp; Communications Technology (ICT) Portal.</p>
<p>The ICT Portal is a modular web-based NetOps capability providing end-to-end situational awareness in a consumable single-pane-of-glass user interface. The ICT Portal uses the same holistic and vendor agnostic approach as the SES Space &amp; Defense ICT Ecosystem &#8211; providing customers with a comprehensive and flexible monitoring and reporting solution. Accessible anywhere in the world, the technology agnostic capability is customizable based on mission and customer operational requirements.</p>
<p>The consolidated network visibility provides the transparency necessary to rapidly identify and diagnose issues across complex networks, including terrestrial and space assets, so networks and applications can be fully optimized to increase performance. In addition, the ICT Portal allows all SATCOM assets to be viewed as one comprehensive satellite and network architecture, providing customers with access to innovative solutions and making a more resilient satellite architecture a reality.</p>
<p>The ICT Portal is secure by design and incorporates the latest security and data processing technologies, ensuring mission assurance for government and military users.</p>
<p>“Today’s military and government users are more network-enabled than ever before, and our ICT Portal supports this through increased visibility and control over their network,” said SES Space &amp; Defense President and CEO David Fields. “The ICT Portal will be showcased at the SIA DoD COMSATCOM Workshop, enabling our most tactical customers to see how performance, network transparency and assurance, makes it a critical capability for successful missions.”</p>

										<content:encoded><![CDATA[<p>Earlier this month, the commercial satellite industry and senior military officials from around the world convened in London for the <a href="https://www.smgconferences.com/defence/uk/conference/global-milsatcom">Global MilSatCom</a> conference. During the event, some of the most pre-eminent names in the world of SATCOM examined the latest topics and trends that are shaping the future of MILSATCOM and explored some of the cutting-edge SATCOM technologies that are enhancing the operational effectiveness of militaries around the globe.</p>
<p>During one session at the event, SES Government Solutions’ (SES GS) Director of BD Engineering, Technologies and Solutions, Ram Rao, had the opportunity to address conference attendees on some of the next-generation solutions that are enabling greater visibility into militaries’ technology networks, and discuss how these emerging capabilities can advance <a href="https://www.defense.gov/">U.S. Department of Defense</a> (DoD missions and deliver critical, decision-making information and data at speed.</p>
<p><strong>Network visibility at speed<br />
</strong>In the past, the U.S. military has not had a capability to render big-picture visibility of all DoD information, communications, and technology networks. For example, if one branch of the DoD had a network of 500 end-to-end connections, there has never been a solution or means to have a high level, holistic view of all connections in one window for review. And this is a challenge that the U.S. military is looking to remedy.</p>
<p>There is immense value in being able to automatically drill down to individual network connections and dissect each part of an end-to-end connection. If military networks employed such automated capabilities, it would eliminate the laborious and time-consuming legwork of manually monitoring every network connection.</p>
<p>Instead of dedicating valuable manhours that manual monitoring requires, the DoD can employ automated solutions that constantly scan, examine, and provide feedback on all connections. These new technologies can also provide views that scale down to the individual satellite, teleport, and connection, as well as scale up to high-level, holistic vantage points of the entire network. Processes that used to take days of laborious network scanning and monitoring has now evolved into automated near real-time – if not real-time – feedback and visibility of a network and all the connections it houses.<strong><br />
</strong></p>
<p><strong>Besting the adversary through real-time monitoring<br />
</strong>Aside from the benefits that DoD network operators could gain from an optimized visibility solution, it’s critical that the speed at which mission goals are delivered always remains a priority. According to Rao, “When we listen to all the high-ranking officials, five-star generals &#8211; all the way down to the hands-on people &#8211; in the military, the one thing they&#8217;re talking about is ‘speed of delivery’ and real-time processing, because every second matters when we are trying to defend ourselves or offend our enemies.”</p>
<p>Rao went on to explain that being the first to make decisions in a time of defensive or offensive crises is of the utmost importance to the DoD. The only way high-ranking officials can be first to strike or defend depends on the data, intelligence, and communications they exchange between decisionmakers at headquarters and the warfighters on the battlefield.</p>
<p>“It&#8217;s about making the decision <em>first</em>, and <em>who</em> is first,” said Rao. “We don’t want to make decisions blindly. We want to hit intelligently. So, how do you intelligently do it? If every link and connection is up and running, the data is flowing from the end-users to the headquarters, where all our decisionmakers are sitting. Through automated networking monitoring solutions that ensure assured communications and connectivity, they will have real-time data available to them and can quickly make decisions.”</p>
<p><strong>Network visibility and JADC2<br />
</strong>Network performance monitoring solutions that grant wider visibility into military networks will most certainly support the DoD’s overarching <a href="https://sgp.fas.org/crs/natsec/IF11493.pdf">Joint All-Domain Command and Control (JADC2)</a> project. According to the Congressional Research Service, JADC2 is a “concept to connect sensors from all of the military services—Air Force, Army, Marine Corps, Navy, and Space Force—into a single network.” DoD efforts that support network singularity, like JADC2, can give complete, high-level visibility into a conglomeration of various network capabilities that enable decisionmakers to advance missions.</p>
<p>Overarching network performance solutions that can drill down to individual views and subviews of a singular network connection is game-changing for a concept like JADC2. Allowing DoD decisionmakers to gain visibility into thousands of different network data points in a streamlined and consolidated interface can ensure that the U.S. military is always one step ahead of the adversary.</p>
<p><strong>The soon-to-come ICT Portal<br />
</strong>According to Rao, SES GS is hard at work on a soon-to-be-released solution that will deliver those network performance monitoring capabilities to the U.S. military. SES GS’ Information, Communications, and Technologies (ICT) Portal will do just that.</p>
<p>Rao describes the ICT Portal as a spokesperson for DoD networks. “The ICT Portal will be a window that will enable visibility into the network’s capabilities, how it is built, and how it is operating,” said Rao. “This will deliver complete resiliency to military networks, and support the DoD’s JADC2 initiative.”</p>
<p>“The platform will provide visibility on a single pane of glass to government end-users, and give a holistic view into networks from an end-to-end connectivity point of view,” said Rao.</p>
