Mr. Billy J. Bingham has been a board member at SES Space & Defense since May 2009. Mr. Bingham has over 44 years of extensive experience in U.S. and international activities of Intelligence and Defense communities covering all phases of Command, Control, Communications, Computer and Intelligence, Surveillance and Reconnaissance (C4ISR) operations.
As CEO of BB Technical Solutions, Mr. Bingham provides engineering support to the Army Space Program Office (ASPO) and systems engineering and architect support to the U.S. Marine Corps Intelligence Agency (MCIA).
During Mr. Bingham’s active Air Force duty days, he was a long-standing member of the SIGINT Overhead Reconnaissance Subcommittee which established the requirements for overhead reconnaissance assets. As the Commander of the Air Force Intelligence Agency and the Deputy Assistant Chief of Staff, Bingham was the approval authority for all the Air Force’s SCI clearances. He was also the Senior SAIC representative in Greece in 2003, where he led the startup of SAIC’s C41 support to the 2004 Greek Summer Olympics.
Mr. Bingham holds a BA from the University of Memphis and a MBA from Pepperdine University. He is also a graduate of Harvard University’s Program for Senior Officials for National Security and the U.S. Army War College.
Maj Gen Roger W. Teague, USAF (Ret), joined the SES Space and Defense board in January 2025. He is a highly experienced executive who has served as a board member for several public and non-profit companies. Since he retired from the U.S. Air Force in 2017, he has held executive leadership positions and directly supported multiple multi-billion-dollar enterprises, with deep expertise in national security, commercial, and international space.
Teague is a Founding Partner at Elara Nova Consulting, a firm that guides its clients to actualize the strategic and abundant advantages of the space domain. He has also led strategy, growth, and operations as President of Space and Intelligence Systems for Terran Orbital Corp., Chief Executive Officer and President of PredaSAR Corp., and Vice President of Space, Intelligence, and Missile Defense for The Boeing Company.
Serving over 31 years in the Air Force, Teague led his unit during the launch, test, and operational activation of three Milstar protected communications satellites and led the development, launch, test, and on-orbit checkout of the final Defense Support Program satellite, the first two Space Based Infrared Systems (SBIRS) polar-orbiting payloads, and the first SBIRS geosynchronous satellite. Teague commanded at the squadron, group, and wing levels and served in executive leadership positions at Headquarters U.S. Air Force and Air Force Space Command.
Teague graduated with a Bachelor of Science from the U.S. Air Force Academy, holds a Master of Business Administration from the University of Central Oklahoma, and a Master of Strategic Studies from Air University. He was a Senior Executive Fellow at the Harvard University John F. Kennedy School of Government and attended other executive leadership development programs at the University of Virginia, the University of Tennessee, and the Center for Creative Leadership.
Joanne Isham is an independent board director and executive consultant working with clients in the aerospace, defense and intelligence sectors to develop strategies, identify opportunities, address critical challenges, and transform their business.
Joanne retired from the Central Intelligence Agency (CIA) after a distinguished career as a Senior Executive. During her tenure, she served as Deputy Director of the National Geospatial-Intelligence Agency (NGA) where she managed day-to-day activities during a national crisis, and was responsible for the development, acquisition, and operation of mission critical systems. Previously she was the Deputy Director for Science and Technology at the CIA. where she managed the research, development, deployment, and operation of technical intelligence programs of national importance. During this timeframe, she was instrumental in the creation of In-Q-Tel, the CIA’s non-profit venture capital firm. Other positions of note were her assignments as Director of Congressional Affairs for CIA, Deputy Director of the Resource Management Office and Director of Program Analysis of the Community Management Staff. She also served at the National Reconnaissance Office (NRO) as Director of Legislative Affairs and a Program Manager.
Upon retirement, Joanne joined BAE Systems as a Senior Vice President of Network Systems with profit and loss responsibility. She then joined High Performance Technologies, Inc., as Chief Operating Officer providing management and operational oversight of the firm specializing in computational science, and secure software development. She then joined L-1 Identity Solutions as the Senior Vice President for Washington Operations, responsible for executing the Federal market strategy. Subsequently she established Isham Associates, LLC. and joined Veros Global Solutions, LLC.
Joanne is a graduate of the University of Notre Dame.
