Mr. Billy J. Bingham has been a board member at SES Space & Defense since May 2009. Mr. Bingham has over 44 years of extensive experience in U.S. and international activities of Intelligence and Defense communities covering all phases of Command, Control, Communications, Computer and Intelligence, Surveillance and Reconnaissance (C4ISR) operations.
As CEO of BB Technical Solutions, Mr. Bingham provides engineering support to the Army Space Program Office (ASPO) and systems engineering and architect support to the U.S. Marine Corps Intelligence Agency (MCIA).
During Mr. Bingham’s active Air Force duty days, he was a long-standing member of the SIGINT Overhead Reconnaissance Subcommittee which established the requirements for overhead reconnaissance assets. As the Commander of the Air Force Intelligence Agency and the Deputy Assistant Chief of Staff, Bingham was the approval authority for all the Air Force’s SCI clearances. He was also the Senior SAIC representative in Greece in 2003, where he led the startup of SAIC’s C41 support to the 2004 Greek Summer Olympics.
Mr. Bingham holds a BA from the University of Memphis and a MBA from Pepperdine University. He is also a graduate of Harvard University’s Program for Senior Officials for National Security and the U.S. Army War College.
Maj Gen Roger W. Teague, USAF (Ret), joined the SES Space and Defense board in January 2025. He is a highly experienced executive who has served as a board member for several public and non-profit companies. Since he retired from the U.S. Air Force in 2017, he has held executive leadership positions and directly supported multiple multi-billion-dollar enterprises, with deep expertise in national security, commercial, and international space.
Teague is a Founding Partner at Elara Nova Consulting, a firm that guides its clients to actualize the strategic and abundant advantages of the space domain. He has also led strategy, growth, and operations as President of Space and Intelligence Systems for Terran Orbital Corp., Chief Executive Officer and President of PredaSAR Corp., and Vice President of Space, Intelligence, and Missile Defense for The Boeing Company.
Serving over 31 years in the Air Force, Teague led his unit during the launch, test, and operational activation of three Milstar protected communications satellites and led the development, launch, test, and on-orbit checkout of the final Defense Support Program satellite, the first two Space Based Infrared Systems (SBIRS) polar-orbiting payloads, and the first SBIRS geosynchronous satellite. Teague commanded at the squadron, group, and wing levels and served in executive leadership positions at Headquarters U.S. Air Force and Air Force Space Command.
Teague graduated with a Bachelor of Science from the U.S. Air Force Academy, holds a Master of Business Administration from the University of Central Oklahoma, and a Master of Strategic Studies from Air University. He was a Senior Executive Fellow at the Harvard University John F. Kennedy School of Government and attended other executive leadership development programs at the University of Virginia, the University of Tennessee, and the Center for Creative Leadership.

Kim is currently a Founding Partner for Elara Nova, a premier global advisory firm focused on the space sector. In this capacity, she leads the AI, cybersecurity and emerging technologies area for the company, which provides strategic advice to leading space industry, investment and government organizations around the world, and regularly advises US Political Appointees, Service Secretaries, Military Service Chiefs, and international leaders, on the strategic use of technology to drive value and advantage in the advancement of national security space. Kim is also President of the Board at Catalyst Campus for Technology and Innovation, and a Board Director and Advisor for various public and private companies.
A retired Major General in the United States Air Force, Kim served as the first Chief Technology and Innovation Officer (CTIO) for the United States Space Force, Pentagon Washington D.C. Combining the roles of CIO, CISO and CTO under one hat, Kim oversaw a $2.5B Space Science & Technology portfolio and directed a $750M IT, cybersecurity and digital services portfolio to advance the $15B global military space enterprise for over 16K personnel. Prior to that, Kim was the Chief Data Officer (CDO) for the United States Air Force where she led the implementation of a $100M enterprise-data management portfolio to assure availability of operational and business data to over 850K military, civilian and contract users across the Department of the Air Force $126B global enterprise.
Kim holds a Bachelor of Science in Electrical Engineering from Duke University, a Master of Business Administration from Western New England University, a Master of Arts in National Resource Strategy from The Eisenhower School, National Defense University, and a Graduate Certificate in Organizational Behavior from Harvard University.
